Aftermarket Catalytic Converter Inspection
The Air Resources Board (ARB) has recently withdrawn or rescinded Executive Orders (EOs) for several aftermarket catalytic converters. These withdrawn or rescinded EOs cancel the original EOs previously issued by ARB.
A withdrawn EO occurs when the part manufacturer requests ARB to remove a catalyst from the approved aftermarket list. A rescinded EO is when the ARB takes this action on its own.
Any aftermarket catalytic converters sold to a vehicle owner or installed on or before an EO withdrawal or rescission date shall PASS the visual portion of the Smog Check inspection. However, those catalysts sold to a vehicle owner or installed after the withdrawal or rescission date shall FAIL the visual portion of the Smog Check inspection.
To see a list of Executive Orders that have been withdrawn or rescinded visit the ARB Web site at www.arb.ca.gov under the Aftermarket Parts section. If you have any questions, please contact the ARB Public Information Helpline at (800) 242-4450 or by email at helpline@arb.ca.gov.
If there is a question regarding a vehicle's aftermarket catalytic converter it may be referred to the Referee for evaluation. Consumers needing a Referee appointment can call 1-800-952-5210.
