Welcome to the Consumer Assistance Program

The Consumer Assistance Program (CAP) is administered by the Bureau of Automotive Repair (BAR) and is designed to help improve California's air quality. CAP is a voluntary program and offers two options – Repair Assistance and Vehicle Retirement. Participation is based on meeting program eligibility requirements and the availability of funds each fiscal year (July 1 - June 30).

Repair Assistance

Income-eligible consumers who meet program requirements may receive up to $500 in emissions-related repairs at a STAR Test-and-Repair station after their vehicle fails its biennial Smog Check inspection.

Vehicle Retirement

Income-eligible consumers who meet program requirements may receive $1,500 to retire their vehicle at a BAR-contracted dismantler. All other consumers may be eligible to receive $1,000.
