Welcome to the Consumer Assistance Program
The Consumer Assistance Program (CAP) is administered by the Bureau of Automotive Repair (BAR) and is designed to help improve California's air quality. CAP is a voluntary program and offers two options – Repair Assistance and Vehicle Retirement. Participation is based on meeting program eligibility requirements and the availability of funds each fiscal year (July 1 - June 30).
Income-eligible consumers who meet program requirements may receive up to $500 in emissions-related repairs at a STAR test-and-repair station after their vehicle fails its biennial Smog Check inspection.
Consumers who meet eligibility requirements may receive either $1,000 or $1,500 to voluntarily retire their operational vehicle from California roadways at a BAR-contracted dismantler site.
