BAR leadership spotlight: Michael Villarreal

With extensive leadership experience in the automotive and insurance industries, Michael Villarreal brings a unique perspective to his role as manager of BAR’s Licensing and Records Management Program. Known for his dedication to service, team development, and process improvement, Michael continues to shape the Licensing Program’s success and modernization efforts. We sat down with him recently to learn more about his journey, his work at BAR, and his vision for the future.

What education and prior work experience prepared you for your role at BAR?

I attended Solano Community College before earning a Bachelor of Science degree in Business Administration from California State University, Sacramento. Before joining BAR, I spent over 30 years with Allstate Insurance where I led teams across auto claims, property inspections, customer experience, and operational strategy. Early in my career, I worked in the automotive industry as a service manager. These experiences deepened my affinity for the automotive industry and developed my leadership skills in mission-driven and customer-focused work environments.

What inspired you to work for BAR?

Throughout my career, I’ve had the opportunity to lead, coach, and develop staff in automotive claims and broader operational areas. I’ve always enjoyed helping people and leading teams. When I learned more about BAR’s mission, it felt like a natural fit. I saw an opportunity to contribute in a meaningful way and continue supporting consumers and the automotive industry alike.

Can you tell us about the Licensing Program and how it supports BAR’s mission?

Our program ensures that qualified businesses and individuals are properly licensed to provide automotive repair as well as Smog Check and vehicle safety inspections. We process more than 63,000 licenses a year—a number that underscores the program’s direct role in protecting consumers and supporting industry compliance.

The Licensing Program recently launched a new online platform. What impact has that had?

The transition to the online licensing platform has been transformative. It allows licensees to apply for and update their licenses securely online, reducing processing times from weeks to usually a few days. Built-in guidance helps applicants submit complete applications, reducing errors and deficiencies. The system also enables faster communication when corrections are needed, by eliminating the delays of paper-based follow-up. Overall, it’s been a major step forward in modernizing our services.

Looking ahead, what challenges or opportunities do you see for the Licensing Program?

Shifting from paper to digital processes in such a short time has created some resource pressures but also some great opportunities. We’re embracing new roles, expanding skill sets, and building a stronger, more agile team. Change is constant, and our adaptability will be key. I’m confident that our team’s depth of experience and the addition of talented new team members will continue to drive progress.

What’s your vision for the future of the program?

My vision is a high-performing, collaborative team that continues to grow through cross-training, knowledge-sharing, and continuous improvement. By focusing on root cause problem-solving and performance measurement, we’ll keep improving how we work and how we serve licensees and the public.

What has inspired you during your time at BAR?

The people. I’m constantly inspired by the dedication and professionalism of my colleagues and team. I appreciate the opportunity to work with such a talented group of individuals. In addition, the leadership at BAR sets a strong example that motivates me every day.

Just for fun—what was your first car?

A 1971 Audi 100 LS. It was abandoned at the Mobil gas station where I worked in high school. I bought it at a lien sale auction.

Do you have a favorite quote or motto?

Work hard, try your best, and have fun! Learn something new every day; don’t waste emotional energy on the things you cannot control. And, always, aim to make a difference.
