Advancing zero emission vehicle adoption in California

In response to the Governor’s Executive Order N-27-25, the Department of Consumer Affairs and Bureau of Automotive Repair (BAR) are actively participating in an interagency effort to explore ways to increase zero-emission vehicle (ZEV) adoption in California.

In July 2025, BAR participated in several dialogue sessions led by the California Air Resources Board to gather public input on proposed actions. BAR also contributed to the development of a report containing formal recommendations to the Governor.

BAR is committed to educating registered automotive repair dealers about the transition to zero-emission transportation, emerging training needs, and best practices for servicing ZEVs. In addition, BAR is dedicated to enhancing consumer protection and exploring ways to better inform consumers about ZEV maintenance and repair, including how to identify qualified service providers. As the interagency effort continues, BAR will leverage its existing advisory group—comprised of automotive industry representatives and educators—as a forum to discuss ZEV-specific repair challenges and workforce development opportunities.
