Smog Check Station Enrollment with OnCore

The Bureau of Automotive Repair’s (BAR’s) contract with SGS Testcom supporting the maintenance and operations (M&O) of the California Vehicle Inspection System (Cal-VIS) expired on October 31, 2019. Following a competitive bidding process, the M&O contract was awarded to OnCore Consulting LLC (OnCore). The new contract reduces the Smog Check communication fee assessed to stations from $1.08 per inspection to $0.7036 per inspection, a 35% reduction. The fee reduction took effect on November 1, 2019.

In collaboration with BAR, OnCore began a station enrollment outreach campaign in September 2019. During this time, Smog Check station owners were mailed information containing station enrollment instructions. Stations can quickly and securely complete the enrollment process entirely online, including entering banking information into the new Cal-VIS billing system.

The fully electronic test fee billing process allows station owners to review, download, and print monthly invoices directly from the Cal-VIS billing system. The Cal-VIS billing system includes automatic payments via pre-authorized electronic bank-to-bank funds transfers governed by the National Automated Clearing House Association (NACHA). These bank-to-bank fund transfers can be set up for both Smog Check test fees and certificate purchases.
