Purpose of the Workshops

 

n     Review current Gold Shield performance standards

n     Discuss other appropriate criteria for identifying top-performing Smog Check stations

n    Data analysis from Roadside Inspection Program

 

 

 

Gold Shield Program Objectives

 

n     Identify and effectively repair high-emitting vehicles

n     Simplify the Smog Check Program

n     Contribute to emissions reductions goals of Smog Check Program

n     Increase participation in the Consumer Assistance Program (CAP)

n     Promote consumer compliance with Smog Check Program

Current Criteria
Comparative Failure Rate

 

n    Station’s vehicle failure rate must meet or exceed failure rate of Test-Only stations in the same program area (Enhanced or Basic)

n   Standard changes quarterly

n   Compares failure rates for same type of vehicles

 

 

Current Criteria
Successful Emission Repairs

 

n    Station must perform at least 10 repairs per quarter

n   BAR evaluates tailpipe failures ONLY

n   Station must enter repair data into Emissions Inspection System (EIS)

n   Vehicles must be certified within 10 days after repair

 

 


Current Criteria
Repair Performance

 

n    Evaluates the effectiveness of each station’s repairs

n   Compares the post-repair emissions of each vehicle to the average passing emissions for same type of vehicles in previous quarter

n   Compares stations in the same program area (Enhanced or Basic)


Current Criteria
Enforcement Actions

n     No citations – past year

n     No administrative actions – past 3 years

n     Not convicted of a crime* – past 3 years

n     Not liable in a civil suit* – past 3 years

* Must be substantially related to duties of an owner, manager or technician of a Smog Check station or licensed ARD

 

 

Current Criteria
Quality Assurance Inspections

n    On-site reviews of stations and technicians

n    Initial review performed after meeting the Gold Shield performance standards and enforcement criteria

n    Quarterly reviews performed after acceptance into the Gold Shield Program

 

 

Gold Shield Certification Process

n      Must submit application to obtain Gold Shield certification

n      Quarterly review of station compliance with Gold Shield performance standards

n     Tips for improvement if needed

n      Invalidation of Certification

n     Two consecutive quarters not meeting one or more of the Gold Shield performance standards

n     Any enforcement action

n     Failure to provide CAP services

n     Failure to correct deficiency from QA inspection

n     Expiration of ARD or Smog Check station license

n      Appeal process available if application denied or certification invalidated


Industry Concerns

n    Difficulty meeting 10 repair minimum

n   Only applies to tailpipe emission failures - no credit for MIL or evaporative emission failures

n    Demographic issues

n    Impact of the “Fast Pass” feature of the ASM test

n    Repairs that do not achieve average passing emission levels when vehicle passes Smog Check
